It was Kyllian and his character "a playful otter" who started it all I think. He became something of a mascot for the Ragged Philanthropists, and this subsequently led to otters becoming a recurring motif for the faction.
Pretty much, yeah. At one point there were half a dozen otters running around the Nexus, most of them in the RP (along with a host of otter-named pets). But the playful otter was the original.

A playful otter scampers madly after the fish and just barely manages to ... miss it. Skidding around, he barely avoids slamming into Masumi, grabs Freman's leg for traction and slingshots back around, pouncing on the still flopping fish and diving with it into the otter pool where he makes three complete circuits before hopping back out again, shaking the excess water out of his fur, and settling down to gnaw on his snack. Nahm, nahm, nahm!
